Tim Rubeke
Timothy J. Ruebke
Tim’s facilitation experience includes local government, university, and neighborhood relations; nonprofit and for-profit strategic planning; workplace conflict resolution; one-day or two-day retreats; large group dialogues, debates, and forums; team-building; and more. Tim is currently the Executive Director at the Community Mediation Center in Harrisonburg, VA. Currently certified to mentor-mediate civil and family circuit court cases, Tim has worked at CMC since 1992 and has completed 1400 cases in general, family, criminal, and complex organizational /multi-party issues. He is also a certified trainer and has taught ADR courses for James Madison University and Eastern Mennonite University as an adjunct faculty member. He is an advanced practitioner member of the Association for Conflict Resolution (ACR) and a previous board member of the Virginia Mediation Network (VMN) and of the Restorative Justice Association of Virginia (RJAV). Tim has a BS in Social Work and an MA in Conflict Transformation from Eastern Mennonite University.
Kai Degner
Kai serves as the Director of Organizational Communication at the

Kai Degner
Community Mediation Center in Harrisonburg, VA. He has been on the steering committee for the National Conference on Dialogue and Deliberation, is founder of The OrangeBand Initiative, and currently mayor of Harrisonburg. He has coordinated over 300 community dialogues and forums, including one on C-SPAN. He is skilled in applying a combination of innovative meeting and conference techniques designed to allow for rich participation, creative exploration, and effective decision-making. These include Open Space, World Cafe, Dynamic Facilitation, and more. He has an undergraduate degree in Integrated Science and Technology and a Masters in Business Administration from James Madison University.
Tom Brenneman

Tom Brenneman
Tom joined the staff at CMC in September of 2008. He has served as a conciliation specialist working with faith communities, social services, law enforcement and judiciaries in the field of restorative justice and peacebuilding since 1992. Working largely in the American Southwest, Tom holds a bachelors degree in social work from Eastern Mennonite University and is currently an MA candidate in sociology at American University. He has extensive experience as a mediator and program manager with dispute resolution programs serving Court referred disputes in civil, small claims and restorative justice and community conflicts through community mediation programs.

Paula Caldwell
Paula Caldwell
Paula is a highly qualified and professional facilitator with experience working with Board of Directors, nonprofits, and other organizations.
Shannon Sneary
Shannon is a trainer and mediator at the Community Mediation Center in Harrisonburg, VA. She is certified by the Virginina Supreme Court in Juvenile and Domestic Relations and Circuit Family Court cases. She has a Bachelors Degree in Social Work from Eastern Mennonite University.
Richard Wettstone
Richard’s areas of expertise are group dynamics, small business consultations, working with parent groups on dealing with adolescents, athletic teams/sports psychology, and family systems. He has a doctorate in counseling from Indiana U., Bloomington, Indiana and has extensive experience with group counseling and process observation, including divorce mediation training and domestic violence training for the Community Mediation Center.
